I agree with Paul. We are rolling out eduroam very soon and have considered this question. From the visitor's perspective, I liken offering eduroam on campus to offering VISA credit cards. Users knew their VISA's rules (host AUP) when they signed up. While they can use their VISA card here they can't open a VISA account at our campus. If they are having trouble with their VISA card they contact their company (host institution). If they cause trouble or work outside the rules we act only as a forwarding agent to the originator. We decide when and where they can use their VISA.
That said, if you still wish to splash the user with something, you could send eduroamers to a post-auth Thank You page that might iterate your policies, any limitations or service offerings for eduroamers, campus maps, etc. In Aruba this could be done by moving the user to the captive portal role after eduroam authentication. True, it's presenting your rules "after-the-fact" but I don't see a real need to make the users click through our AUP before connecting.
