That was a "standard" across the AMP jacks...  you could get one Cat5
100Mbps, or two 10Mb "split cable" jacks.  It was a matter of which
"insert" you plugged into the socket.

It wasn't my decision, and I cringe everytime I see one, but they're
still around in our older campus buildings.
