Or write a nice little cgi that makes a mobileconfig, signs it etc and put it 
in your captive portal. Bonus points for putting it behind an authentication 
and embedding the user@realm string to prevent having to explain to the user 
what to type after the @ and why.

No a user can not just go into settings, but you should be able to use the 
iPhone configuration utility (which is a helper app, but free)
