Have you tried any of the automatic installers that are available? Ones that come to mind are Su1X - http://sourceforge.net/projects/su1x/ eduroam-cat - https://cat.eduroam.org/ or there's edusetup (https://github.com/mcnewton/edusetup) that I wrote which is a simple WiX windows installer. As well as several commercial offerings. I would imagine an automatic setup is less error prone than getting users to install certificates? Or maybe I misunderstood and that is what you are already doing and it's still not working correctly?
