Finding a WISP or a cellular carrier that would take you on doesn't sound difficult, but it comes down to SLA services. I don't think you'll find one that will guarantee the bandwidth that you'll be subscribing to, but perhaps they will have a minimum CIR or something specific to guarantee at least some level of service...
I liked Jason's suggestion about joining forces with the airport's IT shop. Bummer they don't have on site support. Is it a city airport? Might be worthwhile figuring out which governing body oversees the airport and reaching out to them and get some ideas.
