Linchuan - Are you looking for a full blown system to run your guest network? Or simply something that can send SMS messages on your behalf?
If the former, we use PacketFence as our NAC and I highly recommend it. It is an open-source solution provided by Inverse, Inc. who is based out of Canada! It can do full NAC, including simple guest access via SMS. If you are just looking for programmable SMS, take a look at Twilio. They offer an API to do just that. As an added bonus, PacketFence can use Twilio to send SMS for guest access.
