And for another data point, here in the in-between space 
between Madison and Milwaukee, Wisconsin, in a town of
6,000 that's ten miles from anywhere, the City gets $9,240 
a year from a cell company for antenna space on a water tower.
As a small WISP, I searched for alternatives.
