BT is pursuing this.

The UK has overturned regulations that banned companies from using
wireless local area networks (WLAN) to provide commercial Internet
services. Commercial operators, as of July 31, will be allowed to
provide public services, such as establishing wireless Internet
service, without a Wireless Telegraphy Act license. Laptop and
handheld computer users with an 802.11b network card will soon be
able to access the Internet and email in locations nationwide,
including cafes, hotels and airports.
