I've seen the same behaviour here.
Just place a (Linux) router on the hill. Besides the router may have 
aditional useful features, like access control and bandwidth shaping.
A simple to use Linux distro for such use is Mikrotik, www.mikrotik.com, 
but of course any distro will do.
