I had a similar problem with my Orinoco client and
WAP11 with WEP enabled... the fix for me was to 
downgrade my Orinoco drivers to one version back.
(or fix the data rate in the WAP11 to be 1-2Mbps)

there is apparently some problem with the way the
new Orinoco drivers fragment packets in 11Mbps mode...

  Thanks for you reply.  When initially setting the card up I did
experience the problem you are describing. Apparently the algorithm that
Linksys uses to generate hex keys from passphases differs from XP's
algorithm.  When initially setting up WEP I did copy the keys into XP in
hex format.

  Unfortunately that is not the problem I am currently experiencing. I
am able to  get the wireless link to work using WEP. But I am able to
visit some sites and not others.  I cleared IE's cache and tried to
visit pages that I have never visited before, so I know I am not getting
cached versions.

  The problem seems to have something to do with the content of the
site. In particular I seem to have difficulty visiting sites that use
ASP or that perform database searches, such as nextag.com.  I know this
seems bizarre. The wireless link should be data agnostic. But these
pages work fine on the same computer using a 10Base-T connection. I know
the keys match because I verified them and it works with some sites.

  I am also having a problem using a Cisco VPN on my work laptop, a Dell
running Win2k.  Once again it works fine with WEP disabled, but with WEP
enabled the VPN is not able to connect.

  The only thing that I can think of that I have not tried is using a
key in the WAP11 other than the first one and using a key index in XP
other than 0. I have tried both 64-bit and 128-bit WEP with the same
results.

  If I am unable to solve this problem in a week or so I'm going to send
the WAP11 back and get an Orinoco AP-200.  I'm somewhat disappointed, I
liked the WAP11 because it can do wireless bridging and has removable
antennae.

  Does anyone else have any other suggestions?

I had this problem too a few times.  I have the same
setup but with a Cisco 350 card.  If you enter a ASCII passphrase into
the configuration utility (at least mine does this) for the card and
enter the same one into XP configuration area, somehow the keys that are
generated do not turn out the same.  I don't know why you are able to go
to ibm.com's page but I'm guessing that it is cached in your browser so
you may think it is accessing that site but in fact it resides locally
on your laptop.

Here is what I did:  Enter your ASCII phrase into the
WAP11 and write down the HEX that is generated.  Copy
that same HEX key into XP.  This should guarantee that
the keys are the same.
