No, IEEE membership is not required to participate in the working group.
Anyone may participate in the development of draft standards.  However,
IEEE Standards Association membership is required to be a member of the
Sponsor Ballot Pool (or payment of a fee that is roughly equivalent to
the IEEE-SA membership fee), which entitles you to vote on the output of
the working group(s) and say whether the draft standards should be
adopted as full IEEE standards.  You can find out more about the IEEE-SA
at http://standards.ieee.org.

Ravi,

Anyone is able to participate in the work of the 802.11 Working Group by
submitting papers.  However, to become a member, i.e., one who is able
to vote on the technical work of 802.11 and influence the outcome of the
standards development process, one must physically attend the meetings
or get (rarely dispensed) membership directly from the chairman.  You
can find out about future meetings and everything else but the actual
draft standards at the 802.11 web site at www.ieee802.org/11.
