I have trace the source code of "hostap-2002-10-12".
hostap EAPOL-Key packet follow "draft-congdon-radius-8021x-20.txt".
But the Key-Signature of hostap is different of CISCO AP350 and Windows XP.
Do you ever try it with Windows XP Supplicant in Dynamic WEP Key + EAP-TLS?

Do you have the full value of the key index field? It should be something
like 0x80000001 and 0xC0000003... Do you have any other related calls, e.g.
OID_802_11_WEP_STATUS, OID_802_11_PRIVACY_FILTER, etc.

My client doesn't actually check it yet, I just decrypt the key (and that
works). You might want to check the latest hostap source code as I know
Jouni implemeted it.
