Your instruction steps did work for me.  (Sorry, previously
maybe I did not pay attention to the popups in bottom
right, where it says "click here to logon to the network)

In AP settings, The 40-bits WEP key is entered and "Full
Encryption Key" is selected.

In the WinXP client, I set a profile that register to
 and AP(SSID) with WEP enabled and "Provide me Key auto."

 -----------
The thing is in the bottom right will popup the msg saying,
click here to logon to the network. I click on that, it
 popups another dialog box say, Click on Yes to
 authenticate the certification.  after clicking on Yes, my
notebook  receive an IP.   THANKS.

Please add this note into your Client settings Instruction.
 Obviuosly, user did not pay attention and got time out.
therefore, I got misunderstand.
