Rules have nothing to do with this, it is the cost. A number of past low end 
"consumer" cards had external connectors, two that come to mind are the 
Proxim Symphony and the old Lucent ISA wavelan board's. However, as costs 
descended under $100, that $1 connector became more and more of a cost 
cutting target.

Whoever is saying it is illegal to sell in the U.S. is mistaken. By itself, 
it is does not even fall under the FCC rules.
