I do not understand the lower level details, but my understanding
is that the Ricochet poletop units were configured to forward packets
among the older modems that wanted to talk to each other in star mode
even if they were not associated with a paying subscription. I do
not know if the forwarding available was just via one poletop,
multiple poletops in the same city network or across city networks.
My understanding is that there was no change made to the newer
units, but rather that the poletop units were programmed not to
provide this free bandwidth for units with with the Ricochet
equivalent of MAC addresses issued after a certain date.
I thought that _all_ Ricochet modems were able to talk to each
other directly in star mode, but I was unable to get that to work when
I tried it with the old USB radio and newer PCMCIA radio on Linux
couple of years ago.
