My guess - environmental and link performance.  Look at the temperature
performance of the unit versus most 802.11 products (oops, many 802.11
products *don't* state their temperature performance! ;0).  Also, the unit
is available with "Ruggedized weatherproof packaging".  Also, the "system
gain", or the difference between TX power and RX sens. is about 123 dBm,
versus maybe 108 dB with 802.11b (meaning you can have 15 dB greater path
loss, or longer paths.

I have found they are using PCOM radio modems. given that they say it's
operating at 64kbps it's probably an AirLink 64SMP (formerly by
"Cylink"). Why would they use that when WiFi is cheaper and faster?
