* The dos and don't of using the right of ways.
David Olson, director of the Office of Cable Communications and
Franchise Management in Portland, Ore., authored the nation's first
cable open-access provision, requiring AT&T to provide
nondiscriminatory access to its cable-modem platform as a condition of
its proposed acquisition of Portland's TCI franchise.
