pleased to announce our immediate search for a well-funded southern California agency.
Despite the slow economy, we are fortunate to continue to receive assignments from
exceptional clients. We are retained to locate a Data Processing Specialist in Los
Angeles. The position is in Los Angeles, California.
The Data Processing Specialist is responsible monitoring the work of project teams and
acting as consultants to project managers, departmental management, and user
management in a highly specialized field of electronic data processing. This position
reports to the Chief Information Officer.

Functions and Responsibilities
The Data Processing Specialist, position may be required to perform, but is not
limited to, the following duties:
* Act as a consultant to the Department's CIO and departmental division managers in
the review of security policies, computer operations, access controls, system
development, and data communications security.
* Provide direction to departmental management regarding strategic and tactical plans
related to the organization's security controls.
* Participate on project teams focusing on security for infrastructure systems such as
(Supervisory Control and Data Acquisition) and collaborate with the Emergency
Operations Center and business units (divisions) regarding the business continuity
plan to ensure information technology information issues are addressed.
* Provide technical, regulatory, and policy leadership in the areas of PC and network
security by ensuring the Department complies with applicable Federal, State, County,
and Department Information security laws, regulations, policies, and procedures
through knowledge of security law and best practices
* Establish and implement work processes and procedures to ensure the Department is
capable of responding quickly and effectively to eliminate the threat of mitigate
possible damage to information technology resources
* Act as the central point of contact for information ethnology related incidents or
violations
* Review contractors' work to ensure the products meet or exceed departmental as well
as County IT standards
* Assist in the strategic and tactical plans to ensure adequate resources are
available to implement information security controls
Position Qualifications:
Potential candidates for the Data Processing Specialist position possess the following
qualifications:
* Currently resides and is local to the Los Angeles area.
* Graduation for an accredited college or university with a Bachelor's Degree
AND
* Minimum of 2 years experience, within the last 3 years, in a technical,
administrative or advisory capacity dealing with the investigation and implementation
of complex computer systems; one year of the required experience must have included
either
o A) The development, implementation, or maintenance of a comprehensive security
program of data processing programs, procedures or equipment to prohibit unauthorized
access, modifications or destruction of any computer system, network, program or data
OR
o B) Risk analysis of computer systems or operations
OR
o C) The auditing of computer systems to ascertain the compliance with organizational
policies and procedures to identify security risks
The candidate should also have the following qualifications:
* Demonstrated experience in developing and implementing security policies and
continuity planning in a government organization similar in size to the Agency
* Strong and concise verbal and written communication skills
* Strong Interpersonal skills
* Excellent leadership, project management, and analytical skills
* Facilitation and negotiation skills at all levels
* Strong presentation skills
* Bachelors degree in Computer Science, Computer Information Systems, or related field
* Experience providing consolation to senior and executive managers on IT long-range
strategic planning.
