Freenetworks.org will be holding a conference in Las Vegas this June to talk about all these issues, and everyone here is of course invited, details at con.freenetworks.org . There will be tutorials, technology talks, business model talks, and more. Many presentations will be from groups outside the US, perhaps even most depending on the final selections. We are trying to keep costs as low as we can as we are not trying to make money, we just don't want to lose our shirts.
If you want to know more we need the video from the last BAWUG meeting online as it was also a freenetworks.org summit.

That being said, I would NOT want to pay that fee to a government or corporate monopoly. I DO want to pay that fee to the access point operators who are providing the upstream bandwidth and hardware.
I have an idea for a democratic, non-profit organization that would manage this member supported network. I call it WiFi Coop (sorry if you hate the marketing term WiFi...) Coop = Cooperative, though for legal reasons I can't call it a cooperative.
