I disagree. If an establishment is offering an open wireless network
to the public, it's not theif to use their bandwidth. Even if you are
not in their store enjoying their wonderful coffee's and teas, you
can use their bandwidth.

And as for asking, why bother them about it? Unless they post on their
doors and AP that the bandwidth is for customers only, it's ok to use
it.
