I am creating a simple hotspot in a public place (e.g. cafe), an ADSL router
and 1/2 APs, I need to offer a quick yet secure method of user management.
Where a new user with unknown MAC requires service for a matter of
mins/hours. I would like to use an SSL web front end where the user can
register with my client server. Then I would like the user to be granted
access by buying tokens available from the venue. I want to employ WEP and I
also want to authenticate using my client server.

Does anyone know of a solution which offers hotspot user management?

The users will either use their personal NICs or a USB NIC available to them
on deposit of a credit card.

I am also interested to find out how I can deploy cheap security methods
such as a firewall including blacklisted site blocking.

The maintenance of the users needs to be as little as possible.
