I am running Linux on a Soekris board as a WAP.  The wireless tools
software includes a program called iwlist.  To do a "site survey" its
command is iwlist wlan0 scan, which returns something like...

Cell 03 - Address: 00:06:25:45:63:4E
          Mode:Managed
          Quality:246/92  Signal level:-90 dBm  Noise level:-99 dBm
Cell 04 - Address: 00:06:25:11:FC:A5
          Mode:Managed
          Quality:0/92  Signal level:-93 dBm  Noise level:-100 dBm
snip...

Most results are like cell 04, but occasionally there's one like cell
03.  The man page is a bit too terse.  Here come the questions...

o What do the 246 and the 92 in Quality:246/92 mean?
o What does the 0 in Quality:0/92 mean?
