Some hard information about the SAT-3/WASC/SAFE connection in Benin. Another message mentioned that the backhaul provider is opentransit. The "45 MB" is the 45 Mbps connection that Benin has as their share (rather small, but it's a small country) of the SAT-3. The connection is managed in Benin by OPT-Benin (OPT = office post/telecomm I think).

A number of our customers still use IP adresses in 208.164.176.0/24,
208.164.177.0/24 or 208.164.178.0/24 range which are holding by Cable and
Wireless.
So their outgoing traffic go through 45 MB and there incoming traffic
through the satellite 2MB link from C&W.
We invite them to change their old IP addresses by the new in 81.91.22(4-7)
range.
