Yes - www.wirelessleiden.nl is such a network
(http://webfolder.wleiden.webweaving.org/rgen.png) which essentially has
no connection to the internet; but is totally self
routed/supported/sustaining. Nodes such as
(http://www.wirelessleiden.nl/wcl/cgi-bin/moin.cgi/NodeDirkx) can be
powered by solar panel with ease. In fact; one of the primary hubs on top
of the Hooglandse Kerk (the big church in the middle of the city)  is
powered with 24volt DC, at around 20 watt to keep its' 8 antenna's up.
As it is stored in just a few small metal boxes; it can easily be
moved/transported.
