Hi Bob, I am a HAM as well (KC7IBT) ... this could be another option as well for 
emergency operation. But it definitely introduces
some interesting 3rd party issues, especially since a lot of our infrastructure is 
"open" for public usage/research/etc by a lot of
unlicensed people.

But that doesn't mean we can't "tunnel" part 97 traffic over a part 15 network.  
Infact, we are going to be doing just that very
shortly with several hams.  The technologies  and systems of today can definitely can 
compliment each other!
