I've found open AP access to be quite dense in most metros; get yourself a 200mW Senao card and a blade antenna and you probably won't have a problem stumbling on access; some of my favorite cafes are conveniently covered by neighbors who leave their APs open.

If you *need* to know where to go to find access, the lists already mentioned are good but tend not to cover smaller metros very well.
