Check out Speakeasy DSL. It's probably more expensive than what your neighbor is paying for Comcast, but they have no problem with WiFi connection sharing.

Megapath is another good sharing-friendly provider. If you can't get service from Speakeasy, you can probably get it from Megapath since they resell New Edge which covers most places Covad doesn't.
