RoadRunner Business class has the same terms as their consumer class when it comes to sharing. You cannot share or re-sell the service under any circumstances.
Unless your ISP has no problem with you giving their service away for free, the only way to do this legally would be to lease a line and go into business as an ISP. Even if you're paying them $200 a month for a beefy connection with bunches of IP addresses. I was surprised to discover this as well, but even more surprised when I called their business sales office.
