No ideas, but identical problem. I had an old grey base station with three original airport cards connecting to it. When I got a new powerbook, I also got an extreme base station and am now a mixed b/g house. The grey base station never had the problem (although the titanium would occassionally drop out, it was obviously it having trouble). Now, I suffer the exact same problem and like you macstumbler doesn't show a change.
I seem to suffer from two different symptoms:
1) As described by you, and earlier, by me, an AP signal remains strong (per MacStumbler), but I cannot join it. Several AP signals that are marginal (reported by MS to be weak when they do show up) come and go.
2) Sometimes MS shows none at all. All AP signals disappear. MS is completely silent. Then hours or days later, they reappear.
Hypothesis range from bad AirPort card or other internal component, to a strong, intermittent interference source that blocks all 802.11 signals. (I've got no wireless phones or other wireless sources in my home.)
So I'm searching everything within my PB to see if it isn't something within. If I find nothing, by process of elimination I'm left with the conclusion that it's #2.
The search continues...
