I can riproduce this bug with a cable ethernet interface.

Start OLSR (configured to work on eth0 for example) with the interface
down (cable unplugged). The interface is down and it has no scope link
address.
When you run OLSR you get an output like this:

sendto(v6): Bad file descriptor
Socket: 5 interface: 3
To: ff0e::1 (size: 28)
Outputsize: 32

When the interface goes up again (plug the cable) it gets the scope
links address, but OLSR does not detect the interface is now up and
keeps not sending packets on the specified interface
