I agree, this bill of rights is directed toward improving Bell's service.
Unfortuneately for something like this to be put in play, it most likely
would have to apply to all service providers, not jsut Bells, for it to be
fair. The problem is that the standard listed would most likely prevent
Wireless startups from surviving, as they do not have the economy of scale
that Bells and cable companies do. Secondly by forcing higher levels of
service from the bells and cable companies we are taking away the advantage
that we as Wireless carriers can offer. We DON"T want Bells to offer top
reliability. If they did we could not compete on service.
The only bill of Rights we need is.... Consumers deserve the right of
choice, not just the right to broadband. We don't want to require the Bells
to serve everyone as mandatory, once again that takes away part of our
ptential market.
We want legislation that sparks investment in and support to competitive
ISPs, not investment in the monopolies. I'm not against the existing
monopolies being the major players. I'm just against competition and choice
being squashed. As long as a monopoly has the majority market, it should be
fair game for the governement to offer unlimited supprot for the minority
competitive ISPs. I can't remember the last time a program was offered to
the competitive ISP, excluding maybe RUS which was the FAR end of the
spectrum that would not apply to most ISPs.
And possibly we want to add the right to serve and access clients. Still
50% of our closed sales are lost because accessto put up a subscriber
antenna is denied. In the past fighting for the right to have roof access
was denied in favor of property owners rights. It wasn't as important in the
past. But now that Wirelss has been segregated as the alternative method for
an ISP to compete, it has become more important.
The problem is... Just like the small cafe or food specialty store in Paris
streets, or the small neighborhood pet store or hardware store, the
independant ISP risks extinctions, and consumers risk losing choice.

The idea/theory of bill of rights is what WISPA is about.
I do not really like the link you sent. It seems to be more about bashing
the Telco's that serving subscribers and non-served subscribers. The
concepts are there but the wording is not something that our company could
support.
