This is more of an engineering debate session. Being there to show support for our side is good but not exactly needed. Speaking will not be handled by WISPs unless one happens to hold an engineering certificate and has been published for works involving DTV transition engineering issues and of course is asked to present by New America who is sponsoring this event. That is my take on this anyway. I see this as a dueling engineers session over whether or not unlicensed use of television channels as defined by 04-186 will or will not cause Grandma to lose her reception of Young and the Restless. :-) In this particular action WISPA was not asked to participate. This is not meant to be a slam to us. It simply means that they are looking for input from well known and published engineers on this subject from what I read.

At this time our best efforts to help as WISPs should be in contacting Congressman and teaching them about the possible bill that is being drafted by the Senate Commerce Committee to ask the FCC to act on 04-186. If your Senator does not know he is supposed to vote for this measure when it comes up for a vote eventually then you cannot blame him if he does not help you. You have to ask first. If you need instruction for this then send me an email offlist and I will get you the name and phone number of the exact person responsible for telecommunications issues for your Senator so you can call him or her and bring them up to speed. This is our best way to help get these TV channels for broadband right now.

  At its recent markup, the House Commerce Committee included
  language in the digital TV transition bill directing the FCC
  to complete its proposed rulemaking to open up vacant, unused
  channels in the TV band spectrum (so-called “white space”)
  for unlicensed wireless broadband use (Docket 04-186).



  The reallocation of prime airwaves from "broadcast to
  broadband" has been a major impetus behind DTV
  legislation.  In May 2004, the FCC issued a proposed
  rulemaking to allow “smart” wireless broadband devices to
  utilize empty TV channels between Chs. 2 and 51 on an
  unlicensed, market-by-market basis. This proceeding has been
  stalled at the Commission since the departure of Chairman
  Michael Powell.



  The proposal is supported by the high-tech industry and a
  diverse coalition of public interest groups as a way to expand
  affordable broadband access and bridge the digital divide,
  particularly in rural areas where between 40% and 80% of TV
  band spectrum lies fallow.



  However, the opening of vacant TV spectrum for unlicensed
  wireless broadband is opposed by the broadcast industry.  The
  National Association of Broadcasters (NAB) and the Association
  for Maximum Service Television (MSTV) argue that allowing
  unlicensed devices to operate in vacant TV channels
  risks harmful interference to TV reception on nearby channels
  used by local stations. At the event, prominent engineers will
  debate the merits of the arguments about interference concerns
  in layman’s terms.  At stake is the future of the most
  valuable but underutilized natural resource of the information
  age: the vacant TV bands in the beachfront low frequency
  spectrum.
