Sure....Alot of municipalities say go away. It's that easy. Some take it on a case by case basis. But overall the attitude is if you are not a "utility" as outlined by the PSC (Public Service Commission) you are pretty much out of luck.

Again..it varies by state but here the last thing they want to do is deal with the stress that the utilities will dump on them....

Unfortunately...It is not available in alot of places here in NY and CT.

And where it is....the insurance provisions are a real killer.
