Not sure about Navini particularly, but from my experience these systems(WCDMA or a variant) rely on low/no interference(-90db to -115db) in licensed spectrum. Think about what happens to the coverage area if there's a -75db noise floor... Other than that, depending on what they claim and also frequency dependent, IPwireless, Nextnet, etc. systems really do work.
