Structural analasis fee is appropriately priced. But most likely the structural is NOT needed. When Telco's put up elaborate infrastrucure it is often needed. It is not likely needed for a small WISP installtion. Its also likely that existing gear can come down. If the gear going up is less wind load than gear comming down, no need for structural. I've never paid a structural to date.
