We have a cavity filter which only allows signal at 918.4 to pass
through,but they are hopping across the whole spectrum including 918.4 mhz.

Before spending $2000 on a HPOL omni, and $10000 on legal fees, try $400
on a Cavity Filter. Worked well for me in a similar situation on my
Waverider system.
