But how do you find someone that can qualify as "Wholesale only?", and afford to buy sizable portions of Spectrum? And how do you define "Retail". Retail connectivity or Retail services? Is Google considered Retail? IS a WISP Connectivity Provider considered Retail? For that matter what the heck is WHOLESALE anymore? What purpose would the Retail Connectivity provider play? Would the WHolesaler just be a license leasor? Are we saying that 700Mhz spectrum must be strictly used for last mile transport, and connected to a third party transport and backbone provider? Is 700Mhz wholesale going to replace the ILEC local loop? Who's responsible for Wireless CPE installation? The proble, with Wireless Wholesale, is the FCC now has to define how businesses will operate in order to define what "Wholesale" means. Its much harder to define Whoesale for Wireless than it is for Wireline services, where the wire is a physical thing that has a defined cost and location.

I'd agree that OPEN ACCESS is best delivered when sold to a Wholesale only provider. If that were accepted, it would rule out many possible buyers, and severly lower the cost of spectrum bids. Thats a good thing for the industry. But technically it could be argued that Google is retail, and "Wholesale Only" would rule out Google from bidding and rule out the Google 4.5billion commitment. I think the Government is smart enough to realize that "wholesale only" translates to fewer governement dollar earned from the auction. Actually, "Wholesale Only" would restrict just about every WISP in America from bidding, unless they planned on shutting off their existing customers. "Wholesale Only" is a pipe dream, and not realistic.

"Wholesale Only" woul;d force new players into the market, forming new companies to start out structured as Wholesale Only, which basically would excluse all existing WISPs.
