You will definitely need to use a streaming service of some sort.
You will kill your network with trying to stream it to all viewers from
onsite.

With my streams, I get about 4-5 30 frame/sec full motion camera streams per
1 Mb of uplink bandwidth.

I would think we would use 3 cameras.  It is for High School Band 
competitions on football fields or tracks. So, they need to be 
controllable or manned.
We will be wireless from the school to the nearest AP and then it 
depends are where it is, how it gets back to the server.
