Mike - My other comments are that local governments have un-used fiber capacity and therefore seeking ways of generating revenue. Such is the case with quasi goverment fiber too. For example, I believe NOAA-NET seeking to promote space and sell fiber services to other providers. (at least that is what I heard two years ago in the Pacific Northwest??)
