I would not guess that the issue is the strobe during the day, but the issue would be the strobe at night.
Leaving the strobe, and changing it to a dual mode system is do-able, and will not require the tower to be painted. If they have an issue with the strobe during the day, they need to get to Walmart and purchase a life. Don't take your organs to heaven, heaven knows we need them down here!
