Hi Jason,

The 5.4 gig band does cover 5.5ghz.

The rules are different from other bands in that you HAVE to use radar 
avoidance, dynamic power leveling etc. etc. etc.

As for the parts that you have any control over, it's similar to 5.3 ghz. 
30dB EIRP max output.  If you have a 23dB antenna your max output would have 
to be 7dB or less at the radio.  If you have a 33 dB antenna you'd actually 
have to put out -3 dB via the radio.
