Yes, I do call the current 3650 "licensed-lite" licensing rules "licensed" because it IS licensed. It's true that the 3650 licensing requirements are not prohibitively expensive or difficult but a "licensed" service is significantly different than a license-exempt service where the rules were not made to be enforced. A licensed service requires a higher level of both knowledge and responsibility from the licensee compared to the "license-exempt" environment.
