Anyone can apply for a rural broadband grant from the RUS.  The RUS has a 
person assigned to each geographical area called a GFR (government field 
rep) and the GFR is supposed to investigate the area to make sure it is 
unserved prior to awarding a grant.  We have seen several companies pull the 
wool over the eyes of the GFR to this respect, but in our areas, the GFRs 
know us and ask us first when a new company comes along looking for the 
grant.  In any event, it will not be the USDA deciding what to do with the 
money, it will be the ISP or WISP that got the grant deciding what to do 
with the money.

If anyone is wanting to expand into unserved areas, they should really 
consider asking for the money.  Lots of small time operators have received 
these grants.
