They don't always say it like that. Often they give the areas that they need coverage and the bandwidth that they'd like for those areas to have coverage for. You then do the math of how many (and what mix of) wireless needs there needs to be, then you start calculating backhaul. Once a BOM is put together and priced, then it comes to millions of dollars. By the time it gets to this, you already have a good idea of how they're paying for it (at least, in theory...)
