Funny you should mention that... we have had equipment "tribalized" here 
too.

being racist here:
The expression "indian giving" is rooted in fact.  It is the culture of 
common ownership.
Even if you have an agreement signed by the tribal elders, the chapter 
presidency and the BIA, it means nothing.
