Not sure what you mean by "management issue", but a switch is a 
layer 2 device (usually).  If they are just layer 2 switches, then 
they are not part of the "routing" on the network, meaning they just 
pass traffic and do not "participate" in the network beyond that one 
task.  Is that what you meant?
