The key word there is 'getting'. It is (almost) always easier to ask forgiveness then permission. Things are not always done the correct way and a lot of it falls under "get it done, clean it up later". Times have changed in the last decade or two and thats mostly for the better. That is not ot say the AK sites were not done correctly, only that Uncle Sam tends to get its way easier then JoeSixPack
