If ISPs were able to be compensated for the research and follow up for 
RIAA requests, it would make the whole system completely financially 
infeasible for RIAA. The reason it sort of works now is because it's 
cheap and easy, despite being only partially effective, same reason spam 
works. That's the reason it's not happening I think.

I'd take money from RIAA to certify that my company has researched who 
was using that IP and relayed the warning to the end user paying for the 
Internet service. I would not reveal customer information to the RIAA, 
and wouldn't cancel service for the customer solely because the RIAA 
asked me to.
