Just did the path calc, and yes, I think we are fine with the low power model.
However, I did the path calc with the Dragonwave tool listing 23Ghz AP-200 in 50Mhz, 2ft dishes, because that is what was listed as the highest option.. (tx power 12db and -38 receive targeted, w/ 29db fade margin) Do you have an updated tool that actually lists the Horizon? To double check. I'm not sure what QAM the AP-200 model is using for the calc, and if the Horizon has the same sensitivity.
