PPPoE offer the following advantage to an operator. 1. Allows for central management of a subcriber (all / many aspects of the subcriber attributes) 2. Separates the physical network from the subscriber connection. (Which allows for network changes that could be totally transparent to the subscribers. 3. Allows for consistent management over different forms of service delivery networks. 4. Allows for Customer Service / Support Reps not to be full engineers.
All of these benefits are of lower value to a network operator with a small(er) number of low end (less sophisticated / residental or small business) subscribers. However all of these tend to have a very HIGH value to network operators who have a large(er) number of such subcribers.
